There is nothing "written" in stone that says the US has to welcome all who wish to enter.
The US should do that which is good for the US first and foremost.
That would include deciding what professions it needs and the skills needed. Then it should allow only those people to enter for long term residency. This area needs intelligent management.
It also should issue green cards immediately for those foreigners who complete an education here.
