Any financial assistance for humanitarian purposes is to be accumulated in an account to be paid back from wages at 10% of wages per year and 100% of any inheritance up to the amount of the account.
Education would also be provided and would be required of those who are capable of it.
Those who are able to work but don't choose to do so will receive a reduced allowance that is barely livable. They also will be required to work for charities and/or government work in order to get the allowance. They shall not be allowed to be idle. If they are capable of working and they don't do the options available, they will cease to receive benefits. There will also be mandatory classes and skill building so that we build our human capital and make our citizens more productive - plus we will be able to create a bigger pie rather than just taking a slice out of a smaller one.
NUMBER OF PEOPLE IN POVERTY
The number of people in poverty rose to the highest level on record in 2009, the Census Bureau reported Thursday, pegging the U.S. poverty rate at 14.3 percent - 43.6 million people.
The national rate is the highest since 1994 and among the working-age poor the highest level since the 1960s.
